APT offers discounts for several different categories of riders:
- Customers age 65 and older are eligible for a 50% discount on fare and all bus passes and tickets.
- Customers with disabilities are eligible for a 50% discount on fare and all bus passes and tickets and may bring one personal care attendant with them on their trip free of charge.
- Youth ages 11 - 17 are eligible for a discount unlimited-ride youth pass.
- Children 10 and under ride free, and must be accompanied by an adult.

Half-price fares for elderly and disabilities patrons requires verification of eligibility. To get the discount, an applicant must go through the following steps:
- Fill out a copy of our one-page Reduced Fare Certification Form; it is available here, from bus drivers, from our garage at 397 West State Street, from the Mayor’s Office, and by mail.
- If you apply on the basis of age, you will need a document verifying your age; driver’s license, Ohio ID and Medicare ID are a few examples.
- If you are applying on the basis of temporary or permanent disability, you must have a certified physical or mental healthcare professional complete and sign the bottom half of the form. Advocates may assist with form completion.
- Bring your completed form, supporting documents and a photo to the Athens Mayor’s Office, City Building 1st Floor, 8 East Washington Street, Athens, OH 45701. Ask for the Court and Washington stop if you are traveling by bus.
- Depending on what you want, the staff will issue either a certification ID card (Blue ID) which allows you to pay 1/2 price cash fare and purchase punchcard tickets, or an unlimited-ride E&D picture pass. Picture passes can be paid for by cash or check. Please make checks out to HAPCAP.
- The next time you ride the bus, show your blue ID or pass to the driver to receive the discount.
The age verification and photo steps above also apply to youth passes. NOTE: APT has adopted the definition of “disability” contained in the U.S. Department of Transportation’s Final Rule, 49 CFR Part 37, Subpart A, Section 37.3. This broad definition, drawn from the Americans with Disabilities Act (ADA), covers both temporary and permanent, physical and mental impairments that limit one or more major life activities.
