Home Weatherization Assistance Program (HWAP)

A drafty household can often lead to expensive home energy bills which can put a financial burden on many Ohio families during the winter months. To help with this difficulty, we offer the Ohio Home Weatherization Assistance Program (HWAP).

HWAP is a no-cost energy assistance program designed to increase the energy efficiency of dwellings owned or occupied by income-eligible Ohioans.

Our goals with HWAP are to:

  • Reduce participants’ household energy costs
  • Improve participants’ health and safety

This program helps the environment, creates jobs and helps the local economy!  Statewide, HWAP has created approximately 403 skilled jobs that provide energy conservation services. Numerous other subcontractors and suppliers benefit from this work.  On average, weatherizing a home reduces a family’s energy bills by 20-30% over the course of a year.

HWAP has weatherized more than 304,000 dwellings in Ohio since 1977.

Energy conservation services are provided to low-income homeowners and renters through the Home Weatherization Assistance Program, the Warm Choice Program, the Universal Services Fund, Electric Partnerships Program and the OPAE AEP program.

The HWAP is not a rehabilitation or maintenance program. If you qualify a home inspection is completed to determine the most cost-effective weatherization services for each home.

The following weatherization measures may be done to your home if you are eligible for service:

  • Safety Inspection, tune-up/repair, and if necessary, installation of heating units
  • Insulation of attics
  • Insulation of sidewalls
  • Insulation of heating ducts
  • Insulation of water tanks
  • Reduction of air leakage from major sources
  • Personalized energy management plans

Eligibility

Weatherization is available to home owners and renters. Due to an extensive waiting list applicants are assigned points based on need. In order to qualify for HWAP your household income must be 200% of the Federal Poverty Income.
