Title VI
The Civil Rights Act of 1964 is a cornerstone of modern American civil rights law. Proposed by President Kennedy in 1963 and signed by President Johnson a year later, it prohibits discrimination on the basis of race, color, religion, sex, or national origin. Title VI of the Act declares that no program or activity that receives federal funding shall discriminate against a person on the basis of race, color or national origin, and directs Federal agencies to make rules to ensure that their subrecipients follow the law.
In compliance with the Federal Transit Administration’s most recent guidance on Title VI, we make information about our bus system’s Title VI program and procedures available to the public on our website. HAPCAP’s Title VI Complaint Procedure explains how to file a Title VI discrimination complaint and describes how a complaint is reviewed. The HAPCAP Title VI Complaint Form is also available; both documents are in PDF format, which may be viewed using Adobe Reader. If you believe you have been discriminated against by APT programs or personnel, please download these documents to begin the process of filing a complaint.

HAPCAP operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with HAPCAP.
