Your Rights as a Customer

Logan Public Transit is committed to protecting your rights. If you would like to speak to someone about your needs or rights as a Logan Public Transit customer, please call us at (740) 385-6999.

If you feel that your rights have been violated and would like to file a formal complaint, please follow the instructions below.

American with Disabilities Act

Logan Public Transit and its administrator, Hocking Athens Perry Community Action (HAPCAP), are committed to providing all transportation services in accordance to the Americans with Disabilities Act (ADA). Below are links to HAPCAP’s ADA complaint procedure as well as a comment form.

Title VI / Civil Rights

Logan Public Transit and its administrator, Hocking Athens Perry Community Action (HAPCAP), operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with HAPCAP.

For transportation-related Title VI matters, a complainant may file a complaint directly with the Ohio Department of Transportation by filing a complaint with the Office of Equal Opportunity, Attention: Title VI Coordinator, 1980 West Broad St., Columbus, OH 43223.

For transportation-related Title VI matters, a complainant may file a complaint directly with the Federal Transit Administration by filing a complaint with the Office of Civil Rights, Attention: Title VI Program Coordinator, East Building, 5th Floor-TCR, 1200 New Jersey Ave., SE, Washington, DC 20590.

Reasonable Modifications

Logan Public Transit is committed to ensuring that all passengers have the opportunity to access public transportation.  We recognize that in order to have equally effective opportunities and benefits, individuals with disabilities may need reasonable modifications.

Logan Public Transit will adhere to all applicable federal and state laws, regulations, and guidelines with respect to providing reasonable modifications, as necessary, to afford equal access to programs for persons with disabilities. Logan Public Transit does not discriminate on the basis of disability in admission to, participation in, or receipt of services and benefits under any transit program or activity. Logan Public Transit will take appropriate steps to ensure that persons with disabilities have an equal opportunity to participate.

No qualified individual with a disability shall, by reason of such disability, be excluded from participation in or be
denied the benefits of the services, programs, or activities of Logan Public Transit, or be subject to discrimination
by Logan Public Transit.

What is a Reasonable Modification?

A reasonable modification is a change or exception to a policy, practice, or procedure that allows disabled
individuals to have equal access to programs, services, and activities. Logan Public Transit will make reasonable
modifications to policies, practices, and procedures when necessary to ensure access to transit services for
qualified individuals with disabilities, unless:

  • Making the accommodation would fundamentally alter the nature of the public transportation service.
  • Making the accommodation would create a direct threat to the health or safety of other passengers.
  • The individual with a disability is able to fully use Logan Public Transit’s service without the accommodation being made.

Who is Eligible for Reasonable Modification?

An individual is eligible to be considered to receive a reasonable modification if that individual has: a physical or
mental impairment that substantially limits one or more of the major life activities of such individual; a record of
such impairment; or been regarded as having such impairment.

How can a Reasonable Modification be Requested?

Passengers can call at 740-385-6999 or write Logan Public Transit (35188 Hocking Drive, Logan, OH 43138) to request a reasonable modification be made.
